Is Passthrough estimated VM power metrics available?

I’ve been looking into ways to accurately measure power consumption in Kubernetes when running on VMs. I came across the Passthrough Estimated VM Power Metrics (3rd scenario). From my understanding though, this feature is still exploratory and not available yet.

1. Is any part of this currently implemented or available for testing?
2. Are there plans to develop this feature further?
3. What are the biggest blockers to making this work? (Hypervisor support, API limitations, security concerns?)
4. Are there any alternative ways to achieve more accurate per-container power tracking inside VMs?
