Reveal does not work on a ModalBottomSheet

When adding reveal effect to an element in a ModalBottomSheet, it does not work

To Reproduce
Steps to reproduce the behavior:

1. Create a Modal BottomSheet
2. Add a revelable modifier to an element in BottomSheet content
3. Try to run the reveal, it won't work as RevealOverlay is drawn behind the ModalBottomSheet
