apidom-ns-workflows and parsers: Add support for reusable Success and Failure Actions

It's now possible within the Workflows Specification to define actions at the Workflow level which can apply to all steps within the workflow. Additionally, it's possible to defined actions (success and failure) as reusable within the Components Object.
