OpenAPI 3.1.0 support: add support for expandable OpenAPI.webhooks grouped by tags

The goal of this issue is to add support for expandable OpenAPI.webhooks grouped by tags. Basically the same as we currently do for OpenAPI.paths.

This is not an error. It's a possible feature that can be implemented. There was no real need for it from the community, if we would welcome PRs implementing it.
