fails python install

I run the command python setup.py install and get the following

Searching for swiftnav
Reading https://pypi.python.org/simple/swiftnav/
Couldn't find index page for 'swiftnav' (maybe misspelled?)
Scanning index of all packages (this may take a while)
Reading https://pypi.python.org/simple/
No local packages or download links found for swiftnav
error: Could not find suitable distribution for Requirement.parse('swiftnav')

I realize that it should be using libswiftnav instead. But I am not sure how to proceed. The peregrine source files should be updated.
