Make Firmware robust to observations from multiple Base stations / other Piksis #623
Description
Right now the firmware gets really confused when you give it two sets of observation. We should make the SBP receipt in the firmware aware that there are multiple Piksi and negotiate what to do. This is especially relevant to the following use cases:
- Hand-off between two base stations
- Point to multipoint (multi-rover) use case with bi-directional communication
