I found that the latest release version uses CMake for building, but INSTALL.md doesn't contain any CMake build commands, only some missing files, such as:

make install

Yes, the install instructions are quite out of date. Note that this is a variant of dispatch that assumes that you are using it for Swift only, and the general recommendation is to use build-script for Unices or build.ps1 for Windows to build this rather than building it yourself.
