Animation not actually applied to `<post-tooltip>` and `<post-popover>`

The animation configured on <post-popovercontainer> is not actually being applied used by the <post-tooltip> or the <post-popover> component. For the moment only the tooltip has an animation prop set and is expected to work in the documentation, but toggling the animation from none to pop-in has no impact.

• Get feedback on whether animations should be used in:
  a) the Popover
  b) the Tooltip

• Based on the feedback, either enable animations for the respective component or remove the animation control from the Tooltip documentation. Feedback: animations will be enabled, props will be removed

• At any case, ensure that the Default Tooltip story initially renders without an animation prop.
  This is already handled by feat(components): update post-popovercontainer animation and fix menu trigger and focus delays #6579
