Turns out https://twemoji.maxcdn.com is dead and has been for a while.

Thanks for bringing this up. It seems like the fix may be somewhat involved here? I'll try to take a look at it once I get the chance (unfortunately can't give an ETA), but PRs are definitely welcome if someone is able to see a straightforward fix
