Create location vs edit location, field layout

What is the problem you are trying to solve with this feature?

When you create a location, the field layout is:

1. Parent location
2. Location Name
3. Location Description

When you edit a location (Update Location), the field layout is:

1. Location Name
2. Location Description
3. Parent Location

Since locations do not seem to have more fields in the edit layout (like Item/Asset does have), they could have the same layout.

What is the solution you are proposing?

Decide on one layout and use that in Create Location and Update Location.

What alternatives have you considered?

I could ignore but, but noticed this right away.

The location module will likely get an overhaul as part of our entity merge efforts given they will then have access to attachments, custom fields, etc.
