Release generic binaries in tarball format

ProxySQL is released for various linux distros, but there is no a generic binary in tarball format

Assigning to @pondix . Maybe we can use the binary from Ubuntu 14 , that is "old enough" and quite generic.

Initial script that generates tarball is ready, this will be added in future versions.
