Empty mails about invites by suspicious users #688
Description
When setting a user as suspicious, we have some code that checks whether they invited more users and send a mail about this to the admins. Seems like an empty mail gets sent if a user is set to suspicious that didn't invite further users. We should not send an empty mail in this case.
