Create reports via voice-guided interview

Collecting high quality reports via low-fidelity devices ("dumb phones") is a challenge. One promising way of doing this is allowing users to flash a number and get a call back on their phone and submit a report via voice-guided interview.

An obvious choice for implementing this is twilio voice.

In a second step these interviews could be conducted in the local language of the caller.

Similarly a SMS guided interface is useful for people without access to a computer/smartphone.
