Resolve the issue when a user tries to report a facility with no reportables

An error is created if a user tries to report a facility with no facilities.

We could either:

1. Disable the ability to report facilities which haven't been setup properly (not sure about this).
2. Add "other" + text field to all forms. (This seems to invalidate the whole reason for adding Reportables - to make it easier for the council to resolve.)
3. Make it not compulsory to check anything. (Similar issues as with 2.)
4. An alternative I haven't considered!

So far I'd go with 1. until we find a better solution. Otherwise users are puzzled by the error message.

The error message is because it's already set up as 1...
