feat: add tolba support (#629)

* first draft of adding tolba support.

* update tolba config, revert partial modifications which are not needed for now.

* remove redundant file

* fix sp1 sdk version

* use public beacon rpc

* update network name to taiko_hoodi

* update subproject commit reference

* update SGX MRENCLAVE and SGXGETH MRENCLAVE values in .env; add release notes for version 1.11.0

* update sgx deployment
