Combobox keyboard navigation does not work when VoiceOver is active

Describe your issue

Activate VoiceOver, focus on the combobox and open the options. Try to navigate using arrow keys. It won't work.

This appears to affect Firefox and Chrome but not Safari. The event gets delivered to the combobox but voiceover is performing additional actions when arrow keys are pressed in both of those browsers. Will have to investigate further.
