Support @theme inline-fallback when [Referencing other variables]

By default , When defining theme variables that reference other variables, use the inline option:

@import "tailwindcss";
@theme inline {
  --font-sans: var(--font-inter);
  --font-color: red;
}

we will get

.font-sans {
  font-family: var(--font-inter);
  color: red;
}

Is it possible to support inline-fallback, just like:

@import "tailwindcss";
@theme inline-fallback {
  --font-sans: var(--font-inter);
  --font-color: red;
}

we will get

.font-sans {
  font-family: var(--font-sans, var(--font-inter));
  color: var(--font-color, red);
}

Hey! Can you elaborate what the use case for this feature is? I wonder if what you want can be implemented already in a slightly different way.

I.e if you define the @theme already, don't you know wether or not you will define a --font-sans in that case? Or are you a library author?
