Moving part of a layer

What I want to do/expect is that when I make a selection and then use the Move tool it just edits that layer. Instead it creates a new layer, and to get the result I want I need to then merge the two layers. Is there some setting or way of doing things I'm missing?

I saw a discussion about this earlier, but it was a few years ago.
