winterm incorrectly called on Linux when `strip == True`

When running with strip and not convert, e.g. without a PTY on Linux (not need_conversion and not have_tty), winterm is still called via this path: AnsiToWin32.write -> write_and_convert -> convert_osc -> winterm.set_title
