Failed to build from Master branch with CUDA enabled

Building fail on the master branch with CUDA enabled.
I'm using the Microsoft Visual Studio C++ build toolchain.
Here is the output log

The error almost seems like some files are corrupted. Try deleting your cargo registry folder and trying again.

The error almost seems like some files are corrupted. Try deleting your cargo registry folder and trying again.

I tried deleting the cargo registry, cargo cleaned the project and then building it again but nothing changed. Here is the full log again after the cargo build. I'll try setting up a W11 VM to narrow down the issue.
