Log penalties

✨ Penalties should be logged

Similar to how admin actions on users should be logged (#247 ), penalties given to users automatically should also be included in this log. This way, incorrect penalties can be verified and removed. Right now there is no way to tell where a given penalty has come from, and no easy way to verify whether a user has incorrectly been given a penalty or if it was correct.

Should be coordinated with the other logs of #247 and #246 to create a good overall logging solution.

🎈 Logs must be viewable

• On events, showing who got penalties for that event
• On users, showing all penalties and where they came from
