/misc/paas/heroku に対する Dependabot が失敗している

CIログを見ると、 /misc/paas/heroku の Gemfile.lock に対する更新が失敗し続けています。

おそらく、Bundler では許容されている Gemfile.local のようなファイル名は想定しておらず、 Gemfile でないと解析が失敗するのではないかと思われます。

解決策としては /misc/paas/heroku/Gemfile.local を Gemfile にリネームするか、Dependabot での更新対象外に指定するのが良さそうです。
