I would like to add the information of who has input each record into the Darwin Core data base.
This is different from the person who recorded the specimen in the field, from the collection where the the specimen is held, and from the person who identified the specimen.

Sorry for the delay in answering this.

It sounds like you are interested in capturing this information at the record level, so any information captured in the dataset metadata (in the EML file) would not suffice.

In a Darwin Core Data Package the MaterialAgentRole is the natural way to capture who input the record into the database. Using this option, you would create a record in the Agent table for the data entry person, then use that Agent's agentID in the MaterialAgent table along with "data entry" or something like that as the agentRole.

In a Darwin Core archive the only way to capture this information would be to include it in the dynamicProperties field. You could do this by creating a key:value pair something like this:

{ "dataEntryBy":"John Wieczorek" }

This is an example of how to use dynamicProperties for any record-level information that has no other way to be captured in a Darwin Core Archive about Occurrences (specimens in your case).
