Jeff: May need different OUT speed(s)

Note that we may need different speed(s) for delivery vs intake, and maybe even for delivery at Cargo vs delivery at Rocket. We cannot control Jeff "angle" up or down, just his height, so Cargo may need a very light touch to drop cargo into the Cargo Ship and not bounce it off the back or top of the ship.
