The current model and math used to determine the angle sent to the angle changer could be incorrect, if the shooter doesn't always shoot at a perfect tangent to the nonexistent circle with a constant radius around the angler (angle changer). If that's not the case, then the radius of that circle will have to change depending on the rest of the problem. Solving that is its own can of worms and would probably take a lot of math shenanigans. For more details, just ask here and I'll be happy to wall-of-text.
