fix(chains): promote Sui tx-sig and Solana on-chain ratings

GitHub recon scan 2026-04-25 surfaced active PQC engineering on both chains.

- Sui: tier D->C, tx_signature_exposure d-discussed -> b-dev. fastcrypto SLH-DSA-SHA2-128 build-out underway behind `experimental` feature flag (WOTS+ merged; FORS+XMSS+Hypertree and top-level sign/verify in flight); not yet wired into the tx-sig path.
- Solana: onchain_exposure c-planned -> b-dev. SIMD-0461 Falcon precompile has a draft implementation PR (anza-xyz/solana-sdk#537) using liboqs.
