Config option to only enable the server if there is a root `typos.toml` file

I would like to enable the server in all files, however it shows warnings on repositories which I contribute to, when they don't have a .typos.toml file set up.

Would be useful to have a config option which does not run the server if no .typos.toml file is found

I'm using Helix. Contents of example/.helix/languages.toml:

[language-server.typos]
command = "typos-lsp"

[[language]]
name = "markdown"
language-servers = ["typos"]

I'm running this:

mkdir example
cd example
echo "thr" > example.md
hx example.md

I see this warning:

●   1  thr
       └─`thr` should be `the`

But note that there is no .typos.toml file. I would like to always have the language server enabled for all file types, but there could be a config option for the server to not do anything if it does not find a .typos.toml file

Ok gotcha. That seems like a reasonable config option and doable. A PR would be welcome.
