Allow use subscriptions instead of register when commands are provisioned
A new configuration flag will be used to switch between commands by registers or commands by subscriptions
Related with #1455

Maybe needs something from telefonicaid/fiware-orion#4397 ?

Example subscription to create:

With the above subscription all entity attributes (not only the command) will be included in the notification.

Thus, I'd suggest a couple of improvements:

That will ensure

• Only command attributes will be included in the notification
• Only those command attributes that has actually changed. In the case the client use commands one-by-one (i.e. only one comand per update) then will ensure that only one that attribute gets included in the notification
