Migrate testEnv suites to use parallelsuites (#9755)

## What changed?

Changing `s`s to `env`s.

ie migrates some of the tests that were already using testEnv but not
yet parallelsuites.

**Tip: Use "Hide Whitespace" for review**

## Why?

Progress is inevitable.
