Add a way to change certificates for monitoring and allow rotation of api keys through the provider

Would it be possible to allow for the roation of certs through the provider and also api keys once they expire. We would like to set this up for an automated job so that we never have expired certs or keys

Module would take a data source for a cert and set it in environment for both values.

Thanks @tony-powell-sp , this is definitely something we want to support. We'll work with the relevant teams to get the required APIs in place, which will unblock us from adding this.
