[Bug] TF plan should fail when using reserved keyword as SA

### What are you really trying to do?

Tried to add search attribute named `WorkflowType`. TF plan passed but TF apply failed:

rpc error: code = InvalidArgument desc = search attribute name 'WorkflowType'
reserved by system
```
