Feature request - ZeroInflatedPoisson Distribution

It would be great to have support for ZeroInflatedPoisson Distribution. Most of the other frameworks have support for this.

Sounds like a good PR! Perhaps ZeroInflated(underlying=Poisson(..), logits=..). That could also generalize nicely to ZeroInflated(underlying=LogNormal(..), ...).
