Change the GPU build to work in absence of GPU to preclude the need for HW-specific builds

TF GPU builds are now fully functional even in the absence of a GPU. We can follow the same paradigm for consistency and simplicity of our release.
One potential concern is that the GPU builds are much heavier and the added cost will make some CPU users unhappy.
