Add Common Bisecting Script (#2991)

### DESCRIPTION
Created Common Bisect script, Which can be used by other repo's (tt-xla,
tt-mlir, tt-metal, etc) by modifying build and environmental flag
commands in their respective scripts (build_script and
environment_variable_script)
