Have a supported way to run LLK with and without SFPLOADMACRO; potentially useful for both simulation and silicon.

Planning to add this via #ifdef DISABLE_SFPLOADMACRO which in turn will be controlled by a tt-metal env var TT_METAL_DISABLE_SFPLOADMACRO=1.
