[BOUNTY $200] Add DISPATCH_MODE_NONE and set this for launch msg that is written to worker cores in init FW

when we initialize FW we write launch msg to worker cores but the launch msg that is written is not needed for the workers at that time. Set dispatch mode to DISPATCH_MODE_NONE at this time because specifying dispatch mode at this time is misleading.
