Op execution hangs when device profiler with noc tracing is enabled and linked multicast are used. Hang is not present if linked multicast is disabled.

Impact
Running device profiler with noc tracing enabled can hang if using linked multicast and dynamic noc mode simultaneously. Not a major blocker, in most cases disabling linked multicast allows meaningful profiling to continue.
