[INFRA] Attach bot alert system to apc debug nightly run with watcher

Description

In order to catch the regressions alerting mechanism checking the test failures and triaging commit since last pass needs to be added to APC debug nightly run with watcher enabled. The notifications should tag the people who merged the commit in metal-infra-pipeline-status channel.
