Add constraint API for trace ops

Support the following Ops:

TTNN_BeginTraceCaptureOp
TTNN_EndTraceCaptureOp
TTNN_ExecuteTraceOp
TTNN_CaptureOrExecuteTraceOp

These are not really ops and don't need constraints calls for now.

Great! Thanks for pointing this out @odjuricicTT.
I'd then submit a PR to just issue descriptive errors for these ops so that they don't block the end goal of adding the constraint API to TTNN_Op class.

I am closing this issue since the ops belong to TTNN_MemoryEffectOp class (and not TTNN_Op class). Therefore, they wouldn't block the ultimate goal of adding constraint and runtime API to TTNN_Op class.
