[d2m] properly handle different decomposition passes needed in d2m pipeline

Describe the bug

Currently have d2m transforms run on ttir graphs and these decomposition passes are littered throughout the codebase. We should have a clean way of consolidating these. Either put them all in a new decomposition pass and each transform is a pattern or add them to ttir decomp pass.
