Standardize identity format between tools #206
Description
Currently TT-SMI shows board ID as a hexadecimal value, for example 4123191a07e is the board ID in hex, whereas tt-metal's umd topology tool shows it in decimal as 4476187549822. This is also a different identifier from tt-metal's topology identifier which uses a unique asic ID, 143238001594304.
A solution would be to utilize the same identifier across tools and keep either the hex or decimal format.
