Support TLBs in ttsim

ttsim introduced TLBs recently. Support this properly and think about integrating as much of this code as possible with silicon code

After this new PR goes in, all that's really left for the switch is to port the tlb_map function over from the ttsim source and call it exactly as done in libttsim.cpp.

In terms of restructuring the code to share this logic between silicon and ttsim, I think that's better done by the UMD team - I have not looked at the silicon paths at all
