Remove defaults from test helpers, verify they are in process.env

There are 2 config files that contain test defaults.

• packages/file-asset-apis/test/s3/helpers.ts
• test/helpers/config.ts

We should do similar to what we did in teraslice (terascope/teraslice#3935) and remove the defaults, then use zod to validate that values were properly set from process.env.
