TC-SC-5.1: Disable in CI (project-chip#74155)

* TC-SC-5.1: Disable in CI

This is blocking the roll to 1.7 and delaying the release of the
test harness. This is jeopardizing the test event.

Groupcast team will need to re-enable before SVE
project-chip#74154

* Revert SC changes, just keep test_metadata
