Update testcontainers dependency

It looks like the current version of testcontainers (1.19.2) is not compatible with latest Docker engine version (29.0.0) which has a minimum supported API version requirement to 1.44.

I guess the docker-api is a transitive dependency of testcontainers.

I moved away from this plugin as there is no progress.

My approach is now as before the plugin was created:

1. Run the database with Testcontainers using Groovy
2. Apply Flyway scripts
3. Generate jOOQ code
