Upgrade `jsdom` dependency to migrate off of unmaintained `whatwg-encoding` package

The current version of jsdom: 25.0.1 has the whatwg-encoding dependency, which has been archived and isn't maintained anymore

Migration from whatwg-encoding to @exodus/bytes occurred in jsdom in version 27.4.0, so upgrading to a jsdom version above or equal to 27.4.0 would be good.

This was reported to me by the yarn npm audit command
