Participate hero image needs responsive styling

The hero image on the participate page currently lacks responsive behaviour, and it starts to affect the text at resolutions less than 950px.
This mainly affects lower res desktops and tablets.

The styling could be updated to match the image in the "what happens after I apply" section.

Both screenshots are at 830px
