Option to render Provenance resources

vNext plan for TCP IPS documents is to include "Provenance" records in the bundle. These resources use references to point back at the specific resources they apply to.

Display here will be a bit tricky because we don't want to clutter the screen with tons of extra information in the tables or footnote links everywhere for something that will be rarely used. My best current idea is this:

• When provenance exists in an IPS, add a "Provenance" button to the list at the bottom (near save, source, etc.)
• When toggled on:
  1. add a "Provenance" column to each table at the far right. In that column will appear clickable footnote numbers (comma-separated if there are multiple, which I think could happen). Blank if no provenance points to the record.
  2. Render the provenance records at the bottom as footnote data

But open to other ideas here!
