[FEATURE REQUEST] Allow for commands outside of management room

I'm in multiple rooms and trying to comb through them all for my management room just to run a single command is tiresome. I feel like if the sender is in the management room, they should be able to run a command in any room with the Draupnir bot. That is, unless this is a feature and I'm missing something.

@SwirlyStone5877 this is not a feature, and this hasn't really been thought of much. Mostly because of the noise created by sending a command to a room and receiving a response. I am in the process of extending MSC4391 to be able to provide a response. And in theory it may be possible to also use the MSC to use the management room as a proxy to hide commands.

In any case, within the current roadmap we want for the ban command to automatically apply when a user is banned from a room using the client UI.

Not bad. I suppose the noise could be solved by redacting the response after a period of time (3 minutes is safe enough). That or you could have the output go to the management room anyway.
