Invite antispam not working against invites sent from server with port number in servername

Server bans are typically added to ban lists without port numbers even if the actual server name contains them but those are irrelevant for the room level ACLs
the invite antispam however seems to not work for blocking invites originating from matrix.example.org:8448 even if matrix.example.org is on a ban list that the bot is watching

This is because server bans generally on matrix either in m.room.server_acl or in moderation policies target server names. And matrix.example.org:8448 is a distinct server name from matrix.example.com. While for invitations it may be possible to extrapolate subdomains and ports (maybe with some caution), it probably can't be done for server ACL itself.

Although the spec for m.room.server_acl does say this

The allow and deny lists are lists of glob-style patterns. When comparing against the server ACLs, the suspect server’s port number must not be considered.
